It is your internet service provider.

Orange (former Neostrada) was doing similar thing untill it got massive complains and sues. Such is internet in Poland.

Your best option is to wait till more users of your ISP starts to sue/complain which can take even 1 year or change your internet service provider.

I was unable to play World of Warcraft for 6 months when Orange was cheating their customers with "internet speed". Now it is fine but it took so much effort to stop Orange from cheatng their customers.

What....? :o

Satellite with a 70gig/month data cap, the twenty small acreages in my neighborhood aren't worth the phone or cable running the cable to support broadband. 4 kids with tablets and smartphones, game updates, and netflix as our only source of TV shred a reasonably priced 10-20gig plan and I was paying more in overages.
